About the LMG
The Canada Energy Regulator (CER) is committed to engaging Canadians on land matters. To that end, the Land Matters Group (LMG) was established in 2011 as a way for the organization to support continual improvement related to land matters. The purpose of the LMG is to provide a platform that fosters and maintains effective working relationships between landowners and federally regulated energy companies.
The LMG operates as a two-way conduit where information is shared between the CER and the members who provide input and advice about issues that involve the protection of landowner rights and interests. By sharing information and real–life experience, the CER and the LMG members build awareness and develop relationships across a diverse network.

LMG Membership
The LMG membership is composed of individuals from across Canada who share a wide range of interests in various aspects related to land matters.

Advisory Committee
The Land Matters Advisory Committee (LMAC) is composed of representatives from different stakeholder groups who speak about the needs and interests of their respective constituency groups. Landowners and landowner associations located in different parts of the country constitute the primary stakeholder group along with municipal government entities, lands professionals and company representatives from the oil, gas and electricity transmission sectors. A group of CER subject matter experts also support the work of the LMAC.
The LMAC includes members of the CER staff from the following teams: Public Participation, Construction Oversight, Damage Prevention, Engagement, as well as staff from the regional offices.
Governance
The Land Matters Advisory Committee is governed by Terms of Reference describing its purpose and foundation, and a three-year Roadmap identifies at a high level the work priorities, deliverables and activities that will advance its goals over that period.

The Terms of Reference describe the foundation, purpose and guiding principles of the LMAC, and its governance, administration, and operations.
Roadmap 2024-2027
The Roadmap identifies at a high level the work priorities, deliverables and activities that will advance the goals of the LMAC in 2024 through 2027. The Roadmap is a project management tool and it’s also a living document, that can be reviewed periodically during the three year-course.

Access to Lands
This document describes the terms under which company representatives can access property to assess the lands suitability for energy related projects under consideration or to carry out maintenance and operations work along the right-of-way of existing facilities.
Damage to Property
This document explains the company’s obligations when damage to property is sustained and the steps a landowner should follow to follow when seeking reparation.
Land Matters Booklet (anticipated publication timelines – Q4 2025-26)
This is a new publication that the CER is developing as an information tool intended for landowners. Once published, a printed copy of the Booklet will be made available to all landowners.
