Pouce Coupé Pipe Line Ltd. – Taylor to Gordondale Pipeline Project
Project Background
Pouce Coupé Pipe Line Ltd. (Pouce Coupé), a wholly-owned subsidiary of Pembina Pipeline Corporation, is proposing the Taylor to Gordondale Pipeline project (Project). The Project includes around 88 kilometres (km) of 16-inch diameter pipeline from Taylor, B.C. to the Gordondale area in Alberta, along with upgrades to the Taylor tank farm and Pouce Coupé block valve. The pipeline will carry natural gas liquids, condensate, and crude oil products.
The Project will cross around 13 km of Crown land, 75 km of freehold land and will parallel existing infrastructure for around 97 per cent of the route.
Where are we in the process?
The Project’s application [Filing C29302] has arrived and CER staff are assessing whether the application is complete as per the CER’s Filing Manual checklists (Appendix 1 – Filing Manual Checklists) and the Canadian Energy Regulator Act.
Timeline
Early Engagement
The Canada Energy Regulator (CER) requires companies to conduct engagement activities with Indigenous Peoples, landowners and other potentially affected stakeholders, early in the planning of the project and continue these activities throughout the lifecycle of the project. The early engagement phase occurs between the time a company initiates conceptual plans to develop a project until a company submits its application to the CER. The early engagement phase is important because it creates the foundation for a company to develop positive relationships with people that are potentially affected by the project.
The CER also conducts early engagement and initiates public engagement activities, such as public information sessions on the application review and hearing process. Potential issues that are identified by landowners, municipalities and other stakeholders will be shared with the Commission of the CER (the Commission) and the company.
The CER is committed to using transparent processes that are built on early engagement and inclusive participation. The CER also considers the best available scientific information, data, and Indigenous Knowledge in decision-making.

Participant funding
Participant funding is available for eligible intervenors involved in this public hearing.
The funding opportunity will be announced after Pouce Coupé files its application for the Project. The deadline to apply for funding will be the same as the deadline for “Register to participate” and funding will be awarded shortly after the Commission releases the list of parties to confirm intervenor standing.
Funding for Indigenous communities consulted by the CER’s Crown Consultation Coordinator, do not need to apply and will be contacted directly.
