    The National Energy Board (Board) is seeking comment on a proposed amendment to the Onshore Pipeline Regulations, 1999 (OPR-99), as set out in the attached NOPRC 2011-01. This notice of proposed amendment provides further clarification regarding the Board's expectation that companies have a systematic, comprehensive and proactive approach to managing risk in order to promote safety, security and environmental protection and to satisfy requirements in the OPR-99.
